Update rulebook with link to Polifonia Zenodo Guidelines

I see that we have a link to 'how to automatically get things from GitHub to Zenodo' we should also link to the Polifonia Zenodo Upload guide (which for now lives as word document in livesharebo, and will be part of the DMP). Th reason is that people are uploading to Zenodo fine, but forget to also tag the submission as part of the Polifonia Zenodo community - and the Zenodo upload guide also contains advice what to put into which fields, in particular the link too the Polifonia project PID.
