[UX] Improve RPC Provider Switching Visibility and Accessibility

Based on recurring support queries, users are having difficulty locating and changing RPC providers within the dashboard. While the functionality exists ( Network ->click provider at the bottom of the pop up), its current placement isn't intuitive for many users seeking to resolve connection issues.

Potential Improvements to Consider:

• Make RPC provider selection more prominent in the Network popup
• Consider moving RPC selection higher in the Network modal hierarchy
• Add visual indicators when poor RPC performance is detected, with guidance to switch

User Impact:

• Reduce support tickets related to connection/data loading issues
• Empower users to self-resolve common connection problems
• Improve overall user experience by making network settings more discoverable
