Description of the bug

The appbar's size behavior is not consistent. When you resize your window sometimes the appbar is larger than the page container behind it and sometimes it is smaller. We should improve this responsive behavior.

Steps To Reproduce

  1. Go to homepage
  2. Try to resize your window
  3. Look at the appbar's behavior
