[Floating] Active hint and resize indicators are drawn behind windows

The active hint and resize indicators (both the arrows and the shortcut hint in the middle) are drawn behind floating windows, while they are drawn properly on top when tiling. Other similar things like the Stack windows indicator are drawn properly regardless of mode.

Not sure when it started happening, but it's unrelated to the recent libcosmic updates.

Maybe it has to do with windows not showing client side shadows in tiled mode? /shrug
