cosmic-launcher does not restart crashed pop-launcher #202

When pop-launcher crashes, cosmic-launcher is left inoperable, as it does not detect and recover from this fault.
Please consider having cosmic-launcher restart pop-launcher, whenever it crashed.

Please also see pop-os/launcher#244 for examples where pop-launcher is crashing.
