We have a new cookie consent policy and no new sites should use GA.

• Add cookie consent

Quarto has a cookie consent functionality - we just need to know the guidelines/requirements/how to test the implementation.

We are going to "disable" the script file for now so people already tracking sites will still have access and new sites will leave it off until we get the cookie consent figured out.
