Enforce desired import style with linting rules

Follow-up to #1251

We have some desired import style which we can enforce with linting rules:

• https://github.com/import-js/eslint-plugin-import/blob/main/docs/rules/no-namespace.md (to avoid * as module imports)
• https://github.com/import-js/eslint-plugin-import/blob/main/docs/rules/order.md (to order imports from builtin to type imports)
