Modified the startup behavior to handle scenarios where the Epoch file is absent due to a process crash at a critical timing. Now, if the Epoch file is missing at startup, it will not trigger an error. Instead, the system will treat this case similarly to an empty Epoch file, ensuring smoother recovery and avoiding unnecessary errors.
