Update the token used for uploading binaries from Cirrus to the Rolling releases repo (https://github.com/pulsar-edit/pulsar-rolling-releases).

It has expired and needs replacing with a new (regenerated) token.

Can't think why the tests are unhappy on this one.
But it's a simple and required change, so I say lets merge it. Knowing for a fact it has no effect on GitHub Actions or tests, so these failures are an issue elsewhere
