Puppetfile is never defined in the OSP docs, even though it is mentioned several times

In the OSP docs, there are multiple references to adding things to your Puppetfile and other code management tasks. However, code management and Puppetfiles are only defined and documented in the PE docs: https://www.puppet.com/docs/pe/2023.6/managing_puppet_code

This documentation (perhaps minus the Code Manager section) should probably be migrated to the OSP documentation.
