Add an additional field to the whois output, to display the timestamp of when a staff comment was last set.

The field would not be shown unless a staff comment is present.

Only whois/usercomment or also channelcomment? What's more, this seems to require a new column in the chanserv.users table. How and where would the database migration queries need to be specified?

I'm not sure this one is really worth the aggro of all the database mods needed
