Support pushing charts to OCI registries #371

There are several hosted container registries with OCI support that you can use for your Helm charts. For example:

Amazon ECR
Azure Container Registry
Docker Hub
Google Artifact Registry
Harbor
IBM Cloud Container Registry
JFrog Artifactory

Acceptance Criteria

Add integration test that pushes a chart into any of the above OCI registries
Update documentation if needed
