After all of the talks at conf referencing quarto extensions it seems like it would be convenient to have access to quarto add and quarto install functionality from the R package.

Other command candidates: create, create-project, convert, check

create-project is a deprecated command and should not be used.
create is the correct and proper command.

I am closing this in favor of a new epic one to follow each command at #139
