Filter title issue with include/exclude

Description:
Filtering with include/exclude does not seem to be working in all cases.

Use case:

• in ISIS DG, go to Experiments/GEM.
• filter by title with keyword 'tests'
  (see screenshot)

why is the last result shown?

• change the filter from include to exclude
  (see screenshot)
  why is the first result shown?

Acceptance criteria:

• Fix issue with filtering titles

@agbeltran I believe this issue is the same as this one: #1408 which was fixed but isn't released yet. I believe all these issues though will be irrelevant/sorted when #1464 is completed
