[charts] release prepare charts <branch_line>

Create a command that will:

• fetch
• checkout
• pull

The dev-v2.* and release-v2.* branch accordingly to the given <branch_line>.

After that, it should also:

• Checkout to a new branch created from the release-v2.* branch.
  • Request the branch name from user input.

On the new branch, it must.

• clean the release yaml.
• yq -i release.yaml
• add and commit "cleaning release.yaml"

Example:

release prepare charts 2.9
