Bump CAPI+providers

• Find which providers have new releases
• Build prime images and fork releases for them
• Update https://github.com/rancher/turtles/blob/main/internal/controllers/clusterctl/config.yaml

The following CAPI providers have releases newer than the ones we have in our forks:

• CAPZ: v1.16.1 -> v1.17.0
• CAPV: v1.11.0 -> v1.11.2

A new PR is up to add automated bump of versions in Turtles when new releases are published. I'd like to wait for it to be merged to release CAPI+providers to use it as a real life test.
