Clean up License, MARS mentions and @author, @date

Many files need cleanup of the following:

• License inside source files. The License is included in the depot and doesn't need to be reincluded.
• There are trailing mentions of MARS, the previous version of this simulator.
• @author & @Date are deprecated when using git.

Including refactoring https://github.com/rarsm/rars/blob/master/src/rars/Globals.java getCopyrightYears and getCopyrightHolders.

Also, createCopyrightInfoPanel.

I would need to refactor getCopyrightYears, getCopyrightHolders and createCopyrightInfoPanel, I understand that the first two functions would be just changing year and authors or do something else?
