Curation of the List

Now that the list is on Github it is open for editing by anyone and everyone. But who exactly would be the authority when we pull back to the master list? If left without rules, anyone and everyone would get on board and the list would descend into chaos. I feel that there needs to be some sort of quality check put in place and this could possibly be mentioned in the Readme.

We can always have a silly clause like:
The curators of the repo (@rasagy and @inosaint) will have the last word on who will be added to the list.
