web3 API support for rui

Description: rui is ...

a RChain light wallet, which is a Chrome extension. The purpose of Rui is to let users import Ethereum Keystore, check REV balance and tranfer REV.

Compared to metamask

• pro: it doesn't distract the user with Ethereum based features
• con: it has no support for interacting with dApps

Motivation/Impact/Importance:

• a dedicated RChain wallet for dApps
• an alternative to metamask for those (such as @leithaus) who prefer a smaller, easier to audit codebase.

Completion/Success Criteria: a PR to https://github.com/dimworm/rui and a demonstration of it working with a dApp such as https://rv2020-beta.netlify.app/
