The RChip should outline a template or framework for RChain community members to follow who wish to do development work.

Describe alternatives you've considered

Additional context

Example:
The community member rileyge#0339 would like to develop an .net SDK for RChain

What RChain needs?
Get a degree of scope
Make a requirement list
Based on work with Algorand?
In the future have other .net work
Bridge with Microsoft
Bridge to Azure etc.

Why generalize? Why not an rchip for a .net sdk?
