Whoosh index commit times out libcfgraph

We should remove this from the reap phase itself of the harvester and turn it into a post processing step.

This run only tried to index 11 things and still times out on the whoosh bits.

I've made some changes for file size limits, but we basically immediately hit git lfs limits.
Effectively we cannot store libcflib's whoosh index in git.
We need to use a blob store of some kind in the cloud/ and/or run a server for it.
