As a first step toward #368 .

getpresignedtransactions <deposit outpoint>

Get the presigned transactions (Emergency, Unvault, Cancel, UnvaultEmergency) for the vault at this deposit outpoint

Then i think we can do something to listonchaintransactions too but i'm not sure what yet.
