Recently, we have noticed that issues are created for PRs that couldn't be automatically cherry-picked but when cherry-picking it manually to create the PR there were no conflicts and the cherry-pick just worked.
The issue seems to come from the commands that runs before the cherry-pick itself:
could not cherry-pick: could not run a command 0 before committing: exit status 1
