implement rosa upgrade steps, pay special attention to the STS mode where there is some extra steps

  • rosa create account-roles --version 4.8 (updates operator policies as well as account)
  • oc annotate cloudcredential cluster cloudcredential.openshift.io/upgradeable-to="v4.8"
