OCM-CLI Automatic Install don't work for private installations #4

Due to the opened issue with OCM (openshift-online/ocm-cli#402), ocm-cli doesn't support the installation of private clusters directly (see https://github.com/rh-mobb/terraform-google-osd/blob/main/main.tf#L18), so a manual day2ops through the Console (or the API?) needs to be implemented and documented.

The feature for OCM cli private cluster now is implemented -> openshift-online/ocm-cli#430

confirmed with Eng team, this issue is solved at OCM version 0.1.67
