Puppet classes cannot run "unknown function query_resource"

I build the gem spec and installed it.
Note that before "$ puppet help query", would return error. After install "$ puppet help query" returns list of things you can do.

So it 'appears' that puppet has access to the module. But .pp files complain about not knowing the functions query_resource or query_node.

What did I do wrong?
