Drop-list to have other drop elements

I want to create a folder system with this library. Users should be able to reorder files or folders and also they could drop a file on a folder. My first thought was to use the drop-list with inner drop elements for the folders. But for this to work, I need some kind of threshold value before the ghost-order, so that when a user drags a file on a folder, it highlights the folder without moving. Is this possible?
