Currently, a site without a public dir builds, but there's an error in the output:

[Error: ENOENT: no such file or directory, lstat '/Users/<path>/public'] {
  errno: -2,
  code: 'ENOENT',
  syscall: 'lstat',
  path: '/Users/<path>/public'
}

It should be possible to omit a public dir, it may not be necessary for all sites
