Unexpected behaviour

Reproducible example

• Publish new form versions which move fields in or out of a group
• Download data using odata_submission_get()
• Observe that only the latest form version's fields are downloaded and there may be missing values from submissions using earlier form versions which had the missing fields in a different place in the form
