I think this is an unanticipated interaction with progressive reveal.

I think this might be a bit hairy to fix b/c when we originally designed the restoration code we didn't have progressive reveal (so the page would just load and the exercise output would stream in). With progressive reveal the actual navigation spot is waiting on the re-running of all the code.

This will also be resolved if and when shinyapps.io implements a storage handler for tutorials.

I'm going to move this out of the milestone as it's too involved to fix and may have a good external resolution.
