Right now it's unused. Low priority as it's not useful for video.

Why isn't this useful for live video? When packets are received out of order, the trailing edge of the receive buffer will have fragmentation potentially leading to some amount of unnecessary NAK requests and potentially re-transmissions. This may still be a low priority issue though.
