Adding SDRplay family to Conda

Kind of a duplicate of #41, but since you specifically point out gr-sdrplay3 then not quite a duplicate since the other is more for the sdrplay library. Of course I can't just package the library because it's not open source and doesn't allow redistribution, even though it's free for individuals to download. So I've been thinking of ways to handle that which would allow me to also build packages against the library in an automated way. Notionally that would include gr-sdrplay3 once I have a mechanism for the sdrplay library.

But since gr-sdrplay3 is already publishing a conda package, what could be possible in the meantime would be for me to include that directly in radioconda. (That's probably what you're thinking.) Users would still need to have the sdrplay library installed manually, and I'm less sure I want to jump in and try to support that rather than letting people install gr-sdrplay3 separately into an existing radioconda environment. I'll have to think about it.
