Bundle a Powershell radioconda prompt with the Windows isnstaller

Visual studio has a built in powershell developer prompt, in addition to the CMD prompt, and I can't see any issues about it here, so I thought I'd open one.

This makes the thing easier to use as my instinct is to avoid cmd like the plauge, as even though I have used it before, my muscle memory is now very much tuned to the powershell built-ins and also things like ls are (slightly) more cross portable.
