Internet is obviously present and firewall was disabled. So it's either installer error, or possibly it tries to download from some russian mirrors, which is locked for me, since I'm in Ukraine.
Anyway, it would be nice to have offline installer, instead of forcing people download who-knows-what from who-knows-where. You know, since you all pro-security and anti-surveillance.

I had the same issue before but i resolved it using Winget, the package manager available on most windows machines.Just search for the software package using winget search portmaster and then install it.
