Some of the character encodings of London area are coming out weird in topo/geolytix/PostalArea.json.

This can be seen running 'make topo/geolytix/PostalArea.json; grep SE topo/geolytix/PostalArea.json | more' and looking at the AreaName property.

Possible ogr2ogr flags to look at are:

    # --config SHAPE_ENCODING "UTF-8" \
    # -lco ENCODING=UTF-8 \
    # --config SHAPE_ENCODING "ISO-8859-1" \
