Option to delete broken update actions from fossilDB

When an update action breaks the annotation (usually due to an implementation error), we need to manually edit the fossilDB with a client. It would be nice if wk could automatically go back to the latest working version of an annotation. This would be the first instance where wk uses fossilDBs delete api

Should be tackled after #7839 is merged
