Align with the Mentorship Program needs:

Would need some weigh-in around who should be able to have access to see what, especially with the hr data. Right now only seed data!

We would need a way to have users that can access the diff parts of the application data
superadmin
hr_admin - access to only hr style data (no goals)
mentor - access to view mentee goals (mentor has_many mentees, mentee has_many mentors)
mentee - access to their specific goals and can edit them
