Collections not linking in Wabash tenant

Collection in Wabash tenant (https://wabash.hykucommons.org/dashboard/collections/95e85851-39e9-4027-9c61-a5936aec689e?locale=en) doesn't show up for other collections when trying to add them as a subcollection. From this collection, only one other collection shows up as an option.

Within the repository, there is only one type of user collection. Desired behavior would be that any collection could be added as a subcollection to this collection.
