Introduce view rebuild command

It can be desirable to rebuild a view from scratch, for example when importing old data to a cluster while it is accepting new writes that can't correctly remove the old data from the view. To that end, introduce a nodetool view rebuild command, which should drop and recreate the specified views (it should work in a distributed way).
