Updated package to include bamUtil v1.0.14 and v1.0.15. Note, however, at some point in the future, we may want to segment out libStatGen as a standalone Spack package --- it is currently not. Pull request #134 created and successfully merged.

bamUtil v1.0.15 deployed into expanse/0.17.3/cpu/b. Waiting on user to test and confirm installation works as expected.
