I am using this useful tool to combine base game + updates + dlc into a single xci and it works beautifully. But I get the error in the title when doing this for a specific game (Sonic Superstars). The generated output xci file does not run results in below error ---------------------------
Error while loading ROM! (0007-003C)

Game updates cannot be loaded directly. Load the base game instead.

OK

If I install the nsp update separately it does work, so it seems the update itself is fine.
