The Inclusion of Initial EM Coupling (Casey Thesis)

The initial EM coupling done by Casey Icenhour needs to be integrated within the main Zapdos branch. This would enable future developed involving electromagnetic plasma physics within Zapdos. This would involve:

• Rebasing the EM coupling branch, up to (and not including) HPhi and DielectricConstant objects, but leaving DielectricConstant property itself.
• Updating the EM coupling branch to include any missing documentation and/or test files.
• Updating existing documentation to reference EM coupling.
