When installing yesterday on a mid-2013 Macbook Air running Mountain Lion there was no problem at all, so I think it is a Mavericks issue.

I downloaded the source file. Extracted all with 7zip and corrected the manifest.json file. Repack it with chrome to a .crx file and installed sucsessfully.
Now I have a new proplem, the extension can not log in with my simple note account. And I have no clue how to fix it.

There are forks that have fixed this issue: https://github.com/ocorreiododiogo/simplenote

You'll have to install it from source though, but that isn't very hard. Just google for it.
