Allow required fields on conditionally hidden pages.
See related issue #910 and #770

This is something I have to implement for a current project, but if interested I can create a pull request.
Is there anything that you can think of that might be unexpected or problematic?
My current plan is to build off the previous work and extend the validation checks to conditionally hidden pages.
