Popup (bubbled) Window are closed by pressing on it

What steps will reproduce the problem?
1.Create timeline with more than 4 bands.
2.Click on timeline item that located on 4 or greater band
3.Popup window will appear. 
4.Click at any <A HREF link on it - window will close.

What is the expected output? What do you see instead?
Expected action: Open new browser window ( work with first 3 bands ).
Instead of normal work - Popup window will be closed.

What version of the product are you using? On what browser and what
operating system?
Timeline.version = '2.3.0'
Browser: IE 8
