Raise the baseline to Java 17

Let's consider this.

Flow has obviously not changed, but there might be a few places in the Mutiny implementation where language and standard library upgrades might be helpful.

This will likely be Mutiny 3.0.0, sometimes in Q1 or Q2 2025. Before that we'll consolidate another LTS branch if some projects require Java 11.
