Respond with error codes on errors

E.g., if we have an error setting flooded state we need to report this to the client, as the rem-web client needs to undo the flooded state of the village.

This was something discussed for cognicity-server but was less important there as there was no submission of data to the server changing state. Ideally the fix would be applied to both projects, however.
