I'm getting the following error:

Gonna answer my own question and give something for googlers to hit.

If you're using Solid Start, you might be missing a 'use server'. See this https://docs.solidjs.com/solid-start/reference/server/use-server

If you're not using Solid Start, then just give a unique name to the action:

const myAction = action(async () => {
  // stuff
}, "my unique name");
