WBPS. Access and actions via SBT

As a

SORA user

I want to

have unique access to the operations with CR and CP tokens.

So that

I can be sure in the process.

Acceptance criteria

1. There is exist SBT to allow:
   1. To interact with stablecoin PRUSD
      1. request to deposit
      2. request to withdraw
      3. hold on account
   2. To interact with token CR
      1. Create
      2. Edit
      3. Change statuses
   3. To interact with token CP
      1. Buy
      2. Sell
      3. Hold on account
2. The PR manager has access to send other users the SBT.
3. If the user doesn't have the SBT on the balance, the user doesn't have access to the actions.
