Add possibility to select the wallet when request to download the routing history

Now we have a possibility to download the routing history for already connected wallet.
But the admin team often need possibility to download the routing history for a wallet from which they don't know the private key.
So we need to add an input for public key to our routing history screen and allow to download history for it.

Sora is public network so all the history is public and available for anyone.
